What works in this candidate
Version 0.4.0 includes the workspace, synthetic demonstrator, Source AtlasA research catalog of potential Kazakhstan sources with their coverage, owner, risk and mandatory admission gates., Science cards, benchmarks and glossary.

- The other ten portfolio adapters remain closed until separately admitted.
- Public pages do not start collection or expose protected material.
Not yet proven
A synthetic public preview and release identity exist at the canonical domain qosint.net; this does not prove production operation, a private runtime or publication of the local candidate. The detailed receipt is available at /release.json.

Next gate
Before a pilot we need a runtime owner, legal/privacy review, capacity, an incident tabletop, backup/rollback drill and two-person release approval.
- Every gate gets evidence and a date.

- Changes are append-only in the changelog.
